Stephen Amell himself broke the news himself to fans that he will return to send off The Flash.

It is fitting to see the man who started off the Arrowverse playing Oliver Queen for 8 seasons on Arrow returning at the end. The general consensus is that what we knew as the Arrowverse that aired on the CW in the US is coming to an end. Between the massive shake up at Warner Bros. Discovery that owns DC and the sale of the CW being finalised things are set to go in a new direction.
Amell is currently promoting the second season of Heels, the wrestling drama he stars in alongside Alexander Ludwig. He spoke on the Inside Of You Podcast with Michael Rosenbaum about what it would take for him to return. You can check out the long form interview below.
There are no details available about how Oliver might return to help Barry but resurrection is pretty common place in comics. Amell’s Oliver Queen is not the only DC Arrowverse character returning for the final season of The Flash.

The show returns for Season 9 on 8 February 2023 on the CW.
